There are three outstanding choices that give you year around flowers, or nearly so depending on how many frosty mornings you experience in winter. These are the backbone of the desert garden and will grow in less than ideal soils and in extreme heat and drought.
Autumn Sage Salvia greggi hybrids
This red flowered species native to the Southwest and Mexico has been bred into a variety of luscious colors, each a different named hybrid. This is one of the most beautiful semiwoody perennials that are the strongest of all hummingbird lures.
Yellow Bells Tecoma stans
You will find these big rangy shrubs growing in the dry washes of the American southwest where they thrive under brutal conditions. In the garden this plant is out of bloom for just a few weeks over winter, then offers large yellow trumpets throughout the remainder of the year. Big, rangy and drought resistant as they come, it's not planted as often as it should.
Lantana hybrids
Species of Lantana native to South America have been bred to produce some truly rugged heavy bloomers. This is one of the few plants with flower clusters featuring three or more colors in one. They are also hummingbird magnets that bloom even better in the hottest days of summer. Spreading and very fast growing, they make exceptional fillers and border plants.

Desert? What zone? What sea level? USA or Mexico or Africa?
High Desert (like around upper San Bernardino County California or Northern Arizona and Northern New Mexico???), Low Desert (like Palm Springs CA, Tucson Arizona or Northern Coast of Africa around Morocco and east of there)??
Note: Oleander is grown all over Southern California (zones 8-10), especially along street edges in the cities and in desert area like San Bernardino and Palm Springs. Needs some water.
The obvious answer is cacti but I can suggest mesambryanthemum too.
You haven't said if it will get water at all.

Euryops pectinatus are low water, and pretty hardy, bloom all year.
