Why won't my Jossee Lilac bloom?

I planted it about 2 years ago, has healthy foliage, given high phos. fertilizer regularly, but has never flowered. I live in S.E. Michigan (zone 5). Please help. Why won't my Jossee Lilac bloom?
Lilac take time to settle down. I planted a few in my yard, and it finally bloomed after 2 years. Keep watering, but don't give them too much fertilizer. Lilac likes acidity in the soil, so if you do give them a food, make sure it's for acid loving plants. Don't give up! Just let it grow naturally for a while and be patient...
