Palm trees always have foliage. If what you saw really were palm trees, then you may have caught them when the fronds were cut back for regualr maintainence.
Palm trees are NOT native to anywhere in California, but you see them, virtually, EVERYWHERE in the state. They do very well with proper maintainence.We are planning a return trip to SF next year %26amp; want to know what month do the palm trees bloom with greenery.?
I don't think palms actually have any noticeable seasonal growth, not from what I've seen at least, not like deciduous trees that will change colors and lose their leaves. However, since you mention February, that would be during the 'weather season' (I wouldn't really call it a winter), and palms can get pretty beat up on a windy day, so it's possible you caught them after a few storms had stripped them.
you should try to come in the summer, that way you can see the famous fog, if you want greenery, then may would be nice because later on in the summer, things turn golden brown
If I'm not mistaken, palm trees (at least the ones we can grow here in the Bay Area) look the same all year round.
