We had that problem a few years ago in my greenhouse....it was thrips.

Western flower thrips are primarily pests of herbaceous plants, but high populations occasionally damage continuously or late-blossoming flowers on woody plants such as roses. When thrips populations are high on roses, flower buds may become deformed and fail to open. Petals may be covered with brown streaks and spots. Western flower thrips can also vector certain tospoviruses including impatiens necrotic spot virus and several strains of tomato spotted wilt virus. Some plant-feeding thrips are also predaceous on other pests, such as spider mites. In young cotton seedlings in California, western flower thrips is considered beneficial because it feeds on spider mites.My Rose bush is full of buds. But they never bloom . Why ?
All purpose miracle grow is loaded with nitrogen which is a no no on any plant that is fixing to bloom...Nitrogen is for the foilage not the blooms...Use a miracle grow bloom buster which is way less nitrogen and alot of phospherous and potash..which aids the roots and blooms...Also if you atre watering the roses too much then the blooms are getting what is called ';blossom drop'; and forming then yellowing at the little stem on the bloom and falling off...Over watering and poor drainage causes this...My Rose bush is full of buds. But they never bloom . Why ?
Needs more plant food. Not too much more. Up the dosage a little bit at a time. Try Ortho, Miracle Grow, Bayer, and maybe add a layer of top soil.
Please stay away from Miracle Gro, Ortho and all those leaf-growth enhancers.
You need bone meal, good compost and some Epsom salt. Mine bloom like maniacs and that is all I use! And to control aphids and pests, a simple diluted solution of 10% Murphy's Oil (vegetable based soap) will suffocate them and allow your flowers to bloom.
I also notice that when I have buds that do not open, I have Japanesse beetles feeding on them. The Murphy's Oil will kill them safely too.
Could have many reasons for that; sun exposure, lack of fertiliser, rose diseases, or even the plant has been in the same soil for too long!
Examine the buds wether they carry greenfly, or mildew on them. In which case 3in1 spray for roses which prevents blackspot, mildew, kills greenfly and stimulates new and healthy growth!
In case the leaves grow brownish and yellow You will need some specific fertilisers for rose soil!
The soil have to be replaced for roses in same soil over 8-10 years.
Finally do not forget that the rose loves sunlight; at least 6 hours of exposition to the sun!
